One is not now about creeds or ideologies, but the conscious recognition of the exhaustion of an economic model that only the State, with the participation of the set of the society, can rectify, in last instance, by means of a systematic action, coordinated and it jeopardize with the most prominent interests of the nation. Our region experiences a formidable one to appear again of the spirit of its towns, with the sprouting of a mighty citizen force ready to assume the destinies of its respective countries, to make merit the priority that deserve the social programs, defend the national wealth and to fight by justice.

The political uprisings and the initiatives have bloomed in the recent years that propose new formulas of integration. The moment is clearly propitious to propose a regional paradigm to us, that exceeds the differences, privileges our communion of interests and needs, promotes the action in solidum and extends the cooperation. Our differences do not have to prevail to us of an integration that makes reality the right yearnings of the great majority of the 550 million people who we coexisted from the Bravo River to the Patagonia. Our nations cross by difficulties, but also they count on immense natural resources, technological and productive advances of world-wide scale, and a scientific potential poorly profiteer and barely shared concerning the region. Cuba has fortified its relations with several nations of Latin America and the Caribbean, shows of it was the successful accomplishment of III the Cuba-CARICOM Summit developed recently, where we ratified our will to work towards a greater integration and to share the defense of the common interests.
